The Housing Development Corporation (HDC) has officially introduced “The Rasmale: The Eco City”, an ambitious project designed to transform Rasmale into the Maldives’ first full-scale eco city.

The plan positions Rasmale as a model for sustainable island development. HDC aims to combine smart infrastructure, environmentally responsible planning, and community-focused design to deliver a modern, high-quality urban environment.

A New Standard for Sustainable Living in Rasmale

HDC designed the Rasmale Eco City around sustainability and inclusivity. Instead of developing housing alone, planners created a comprehensive masterplan that integrates residential, commercial, recreational, and cultural spaces within one cohesive city layout.

The project seeks to reduce congestion in the Greater Malé Region while offering structured urban expansion. Through Rasmale, HDC intends to demonstrate how the Maldives can build climate-conscious cities without compromising comfort or accessibility.

Diverse Housing Options to Address the Crisis

Housing remains at the core of the Rasmale Eco City vision.

HDC’s plan includes:

Gated residential communities with resort-style amenities

Modern and innovative row houses

Cost-efficient prefabricated homes

Large-scale social housing projects

The gated communities in Rasmale will offer premium living standards, combining privacy with landscaped surroundings and leisure facilities.

At the same time, HDC has prioritised affordability. Prefab homes and social housing projects aim to ease the national housing crisis by expanding access to homeownership.

By offering diverse housing categories, Rasmale will serve families across different income levels rather than focusing on one market segment.

Smart Infrastructure and Mobility Solutions

To support long-term growth, HDC has embedded smart infrastructure into the Rasmale blueprint.

Multi-level parking buildings will help reduce congestion and optimise land use. By building vertically, planners can preserve open areas for parks and community spaces.

The project also includes advanced logistics facilities. A smart warehousing complex will modernise storage and distribution systems, improving efficiency for businesses operating in Rasmale and beyond.

These infrastructure investments will strengthen connectivity while maintaining the eco-city’s sustainability goals.

Recreation, Tourism, and Lifestyle Integration

Rasmale will also feature dedicated recreational and tourism zones.

HDC has proposed Isle Adventure Park as a family-friendly attraction that encourages outdoor activity and supports tourism growth.

The Nooveli Island Retreat will blend leisure and commerce. This mixed-use destination will create opportunities for restaurants, retail outlets, and local businesses to thrive within Rasmale.

By integrating recreation with residential zones, the eco city aims to foster a balanced and vibrant community.

Knowledge, Business, and Cultural Development

The Rasmale masterplan extends beyond housing and leisure.

HDC plans to establish a Knowledge Park equipped with modern education facilities and student housing. This hub will support academic institutions and create pathways for innovation and skills development.

The project also includes SME-focused commercial hubs to empower entrepreneurs. These spaces will provide infrastructure and opportunities for small and medium enterprises to grow within Rasmale.

In addition, HDC has proposed culturally significant attractions such as the Kinaaraa picnic island and a dedicated History Center. These initiatives will preserve Maldivian heritage while enriching community life.

By blending education, business, and culture, Rasmale aims to create a well-rounded urban ecosystem.

Inclusive Growth and Job Creation

HDC envisions Rasmale as an engine for inclusive growth. Construction activities alone will generate employment opportunities across multiple sectors.

Once operational, the city will support jobs in education, retail, tourism, logistics, and public services.

The combination of residential expansion, SME support, and tourism infrastructure will diversify economic activity. Rasmale therefore represents not only a housing solution but also a long-term development strategy.

A Future-Ready City for the Maldives

Through “The Rasmale: The Eco City,” HDC has outlined a bold roadmap for sustainable urban transformation.

The project integrates:

Housing diversity

Smart mobility systems

Recreational and tourism zones

Education and knowledge hubs

Entrepreneurial infrastructure

Cultural preservation

If implemented as planned, Rasmale could become a benchmark for eco-friendly city development in small island nations.

By prioritising sustainability, innovation, and inclusivity, HDC aims to ensure that Rasmale evolves into a future-ready city capable of supporting generations to come.

As development moves forward, Rasmale stands poised to redefine modern living in the Maldives.
