Ras Mal Development: Reclamation and Shore Protection

Ras Mal is a flagship national urban development project in the Maldives, located in Fushi Dhiggaru Lagoon just minutes from Mal. It represents the largest single land reclamation initiative ever undertaken in the country and forms the backbone of the Maldives Eco City vision a climate-resilient, zero-carbon urban settlement designed to meet long-term housing and urbanization needs.

Project Overview and Scope

The Ras Mal masterplan envisions a fully integrated, smart, and sustainable urban settlement, including approximately 65,000 housing units across diverse typologies. With 116 hectares already reclaimed, the current phase of the project focuses on reclaiming the remaining 1,153 hectares of land and providing full shore protection to support the build-out of future city infrastructure.

Key Project Components

  • Reclamation of 1,153 hectares of land raised to 3 meters above mean sea level, providing a climate-resilient platform for future urban development.
  • Comprehensive shore protection works that prioritize both long-term durability and high-quality recreational beach access.
  • Land preparation to enable the construction of housing and urban infrastructure in line with zero-carbon, safe island principles.

Key Engagement Highlights

  • Flagship national project that is critical to addressing the Maldives long-term housing and urban development needs.
  • Deferred payment terms, with the government open to contractor-financed delivery models and structured payment schedules.
  • Government payment assurances through potential sovereign guarantees or negotiated milestone-based payment agreements.
  • First-mover opportunity for strategic early-stage participation in the countrys largest and most forward-looking city development.
  • Unprecedented scale and visibility, as the largest reclamation initiative in the Maldives nearly three times the combined size of Hulhumal Phase I & II.

Implementation Details

The current phase of Ras Mal Development: Reclamation and Shore Protection is planned with a clear implementation window and delivery framework:

  • Expected start: Q3 2025
  • Completion timeline: Q3 2028 (36 months)
  • Lead agency: Ministry of Construction, Housing and Infrastructure
  • Engagement model: EPC or Design-and-Build, with contractors invited to propose financing terms and commercial structures under deferred payment options.

A Major Contractor Engagement Opportunity

This phase of the Ras Mal project presents a significant opportunity for experienced infrastructure contractors specializing in large-scale land reclamation and coastal protection. Firms with strong technical capacity, proven track records, and the ability to structure contractor-financed arrangements are well-positioned to contribute to one of the most ambitious urban development initiatives in the Maldives.
